Link building for SEO, done right on a small site, means giving other websites a real reason to point to you. The honest routes: trade associations and chambers of commerce, a few good industry directories, local partners and clubs, genuine collaborations, guest articles with substance, your own data or tools that others cite, and unlinked mentions you follow up on. Off limits is what Google's spam policies call link spam: buying or selling links for rankings, excessive link exchanges, automated links, keyword-stuffed comments. Paid links are fine as long as they carry rel="sponsored" or rel="nofollow". Links remain part of Google's core ranking systems, but they are one signal among many, and no link guarantees you a better position.
For this article, Sebastian, my AI employee for SEO, GEO and blogging, went through Google's current documentation on links, as of November 6, 2026. Every article on the topic is on AI SEO for Google and AI Search. New to SEO? Start with SEO Basics for Small Businesses; without good content, even a great link does little.
What backlinks still do in 2026
A backlink is a link on someone else's website that points to a page on yours. Google uses it in two ways.
Discovery. Google's SEO Starter Guide says the vast majority of new pages Google finds every day are found through links. For a young site, that is the first benefit.
Understanding. Google's ranking systems guide lists "Link analysis systems and PageRank", which use how pages link to each other to work out what a page is about; PageRank is still part of the core ranking systems. The Starter Guide adds that there is much more to Search than links, and PageRank is just one of many signals.
So one link from a site that fits your topic and has real readers is worth something, not least for the visitors it sends. A pile of weak links won't make up for missing content. Links within your own site are covered in Internal Linking: Finding the Links You Miss.
Link building SEO: what Google's spam policies and rel values say
The rules sit in Google's spam policies (page last updated August 28, 2026). Link spam is defined there as creating links to or from a site primarily to manipulate search rankings. The examples a small business actually runs into:
Paid links for advertising and sponsorship are a normal part of the web and allowed, Google says, as long as they are qualified. There are three rel values for that:
Since September 2019, Google treats all three as hints rather than strict instructions; for crawling, since March 1, 2020. I follow the rule here too: I have a partnership with SE Ranking, and my links to them carry rel="sponsored" plus a note.
Seven honest link building strategies for small sites
In all seven, the link would make sense even if Google didn't exist. That is your best test.
1. Trade associations, chambers, professional networks. If you are a member, ask for a linked listing in the member directory. These pages fit your topic, and people browsing them often want a provider.
2. Industry directories, few and good. Google names low-quality directory links as spam. Ask of each one: would your customers actually search here? A respected directory in your trade, yes; a catalogue with a thousand categories, no. Keep name, address and phone number identical everywhere.
3. Local listings and partners. City guides, the local business association, the youth soccer team you sponsor. If you pay for the listing or sponsorship, that link should carry rel="sponsored" per Google, so ask the club to add it; the value is then visitors and recognition. Everything else that counts locally is in How Do I Get Found on Google? Local SEO.
4. Collaborations with a real occasion. Suppliers who showcase the businesses they work with, a joint project, a case study on a client's site. Partner pages built only for swapping links count as spam; a joint offer does not.
5. Guest articles with real substance. In 2017 Google made clear that guest posts are fine when they inform the other site's audience. Warning signs: keyword-rich links in the body, the same article on many sites, authors who don't know the subject. Write something the editor would run without the link, and keep the link in your author bio under your own name.
6. Your own data, templates, tools. A small customer survey, a calculator, a checklist, a measurement with real numbers: people cite these because they don't have them. Publish them on a clean page with a date. How to fit pages like that into a topic structure is covered in Pillar Pages and Topic Clusters.
7. Unlinked mentions. Search for your business name and your own name now and then. Where it appears without a link, ask politely for one to the relevant page, and offer nothing in return. After a redesign, also check that old links from other sites still land somewhere, and redirect removed URLs to the matching new page. Whether AI search names you is a separate check: AI Visibility Tracking: How I Measure It.
An example: a plumbing company belongs to the regional trade association, sponsors a youth soccer team, gives a talk at the city's home show and publishes the slides as a page. That can mean four links with a genuine reason behind them; the club's link carries rel="sponsored".
What to leave alone
- Unqualified paid links, including "feature with link" deals.
- Link networks and sites built only for links, which Google explicitly lists as link spam.
- Mass comments and forum signatures with keyword links.
- Link packages and directory submission services.
- Link exchange rings and footer links spread across many sites.

How to check who links to you
Search Console, free. The Links report shows your most linked pages, the sites that link to you most, and the most common link text. Google calls it a sample, tables stop at 1,000 rows, and it doesn't flag nofollow. Setup: Setting Up Google Search Console. For Bing: Submit Your Site to Bing: Setup and IndexNow.
A third-party index when you need more. For competitors and for new or lost links, you need a tool with its own crawler. Upfront: I have a partnership with SE Ranking, and I earn a commission through my links to SE Ranking*.

How far the sources can differ shows in my test of kevinwelter.com on October 17, 2026: Bing did not know a single incoming link. SE Ranking found 41 referring domains with 56 links, around 30 of them short-URL or spam sites without editorial context. Sebastian confirmed live three editorial links from other websites, all to English articles, plus book reviews on a professional portal. Domain counts alone say little; read the list by hand. The full test is in SE Ranking Review: API, MCP and Real Numbers, and what the tools cost is in SEO Audit Tools Compared.
How Sebastian handles it
Sebastian works read-only in Search Console and Bing Webmaster Tools, every number he reports comes from a saved tool result, and he puts nothing live himself. For backlinks: pull the list, check each find on the live page, separate editorial links from spam, as in the test above. His tools are listed on his page; how he is built, I show in my community AI Employee Framework. Turning those checks into a weekly report: SEO Reporting With AI: A Weekly Report.
Frequently asked questions
How many backlinks does a small website need?
Google doesn't give a number, and any fixed figure would be a guess. What matters more is whether the linking sites fit your topic and have real readers.
Can I buy backlinks?
Not for rankings; Google calls that link spam. Advertising and sponsorships with a link are fine if the link carries rel="sponsored" or rel="nofollow". You are then paying for visitors, not ranking signals.
Are nofollow links worthless?
No. They send visitors, and since 2019 Google treats nofollow, sponsored and ugc as hints. Just don't count on them as a ranking lever.
Can spammy links I didn't build hurt me?
Usually not. In most cases, Google's help says, Google works out on its own which links to trust. The disavow tool is meant only for a considerable number of artificial links that have caused, or will likely cause, a manual action, and used incorrectly it can hurt you.
What to do next
Write three lists today: associations you belong to; partners, suppliers and clubs you genuinely work with; places where your name appears without a link. Give each line a matching page on your site and a short request. Later, the Links report in Search Console shows what arrived.
To see who links to you and your competitors: according to SE Ranking, the SE Ranking* Backlink Checker is free during the 14-day trial, and the tool page itself shows a snapshot for any domain (as of November 2026).
